THE ART OF DISSENT: The Movimiento San Isidro challenges Cuba’s regime

The government has responded with repression. But the dissidents’ movement sees signs of progress

THE FRONT door of Damas 855, a ramshackle building in San Isidro, a poor neighbourhood of Havana, snapped like a wishbone when security agents charged through it on the evening of November 26th. The lock and chain tumbled to the ground. The agents, dressed in medical gowns, arrested 14 people (their pretext was that one of the residents had violated a covid-19 testing protocol). They had locked themselves in for eight days to protest against the arrest of Denis Solís, a young rapper who had been accused of disrespecting authority and sentenced to eight months in prison. A few of the Damas 855 denizens were on a hunger-and-thirst strike. Police cars took the detainees away. Facebook, YouTube and Instagram went down on most of the island for about an hour. Connections have been spotty since.

To defenders of Cuba’s 62-year-old revolution, the adherents of Movimiento San Isidro (MSI) are reprobates. On Twitter the country’s president, Miguel Díaz-Canel, called it an “imperial show to destroy our identity and subjugate us again”. A photo of President Donald Trump accompanied the tweet. State media echoed the message.

Some Cubans take a kinder view of the movement, which includes artists, scholars, journalists, rappers, poets and scientists who advocate freer expression and more democracy than the communist regime allows. Its leaders are Luis Manuel Otero, a performance artist, and Maykel “El Osorbo” Castillo, a musician who sewed his lips shut in prison in August. They gather in a part of Old Havana where the mainly black residents live in rickety housing in the shadows of luxury hotels. When a balcony collapsed in January, killing three girls, Mr Otero wore a hard hat for nine days to honour them. He has been arrested more than 20 times over the past two years. His hunger strike landed him in hospital.

The movement began in September 2018 in response to Decree 349, which proposed to restrict cultural activity that is not authorised by the culture ministry. After a protest that month outside Cuba’s legislature, the government suspended enforcement of the decree. That has not stopped it from silencing voices it doesn’t like.

MSI is not comparable to Belarus’s mass movement to overthrow a dictatorship. Cuba has no such movement, though pro-democracy activists were among the 1,800 people who have been arbitrarily arrested in the first eight months of 2020, according to Human Rights Watch. MSI has more in common with other recent home-grown protests that have wrung small concessions from the regime.

In August 2017 cuentapropistas (entrepreneurs) proposed reforms, such as the right to incorporate, to the labour ministry. Initially they were rebuffed. The government forced the cancellation of events meant to help budding entrepreneurs. When in 2018 it threatened to restrict each entrepreneur to one line of business, cuentapropistas, who run much of the economically vital tourist industry, said they would strike. The rules were eased.

A clash between the gamers who cobbled together SNet, a private intranet, and the communications ministry played out in a similar way, though the government yielded less. On an island with poor and expensive connectivity, the network was a way for gamers to play with one another, often games they had created. When the government restricted the use of such networks and threatened to confiscate the equipment in May 2019, SNet users were devastated. Several dozen gathered at the ministry to protest. Police cars quickly surrounded them. The government eventually decided that SNet and its hardware would be permitted, but under the supervision of the state-run youth computer clubs.

Like the cuentapropistas and the SNet gamers, MSI began in response to a threat to its members’ private pursuits. But it has more potential to grow. On the day after the Damas 855 raid nearly 300 people, many of them supporters of other movements, gathered outside the culture ministry, refusing to leave until the vice-minister, Fernando Rojas, agreed to meet them. Security forces and “rapid-response groups”, trained to shout communist slogans at sceptics, flooded the area. Agents in plain clothes snapped photos and took videos.

Mr Rojas met with 30-odd activists for nearly five hours on November 27th-28th and promised more dialogue. But the government then launched a media campaign against MSI. Police chased Mr Otero after his release from hospital.

Even so, the movement thinks it has made progress. The gathering outside the culture ministry is a sign of an emerging “collective unconformity”, says Carlos Manuel Álvarez, one of the Damas 855 detainees and a co-founder of El Estornudo (“The Sneeze”), an independent online magazine. He sees that as a direct threat to the culture of submission demanded by the regime. Its agreement to meet participants in such a large protest “was unprecedented”, says Camila Ramírez Lobón, a visual artist who joined the meeting with Mr Rojas. Artists who are both popular and acceptable to the regime, like Fernando Pérez, a film director, and Leoni Torres, a musician, have publicly backed MSI.

The internet, unreliable though it is, is making such movements harder to control. More than 60% of Cubans have access to a connection. That has led to “an explosion of civic activism” among groups advocating such causes as feminism, gay rights and animal rights, says José Jasán Nieves, editor of El Toque (“The Touch”), an independent online publication. Some were at the culture-ministry protest. If they joined forces more often, they might challenge the government more effectively.

Cuba’s ruling Communist Party, divided between hardliners who remember the revolution and younger officials who are slightly more liberal, is not about to yield. On December 1st the government released Silverio Portal Contreras, a prominent political prisoner (and supporter of Mr Trump, who has imposed sanctions on the Cuban regime). That is probably not a sign that the regime is growing tolerant of dissent. More likely, it was a way to allay anger about the San Isidro raid.

Most Cubans, who queue for hours for chicken or eggs, often to return home empty-handed, have little interest in the doings of agitators like those of MSI. Their suffering has got worse since the pandemic shut down tourism. But a vaccine, and perhaps a softening of American sanctions by the incoming Biden administration, might eventually ease shortages. More Cubans might then ask why they have so little freedom.

CUBAN GOVERNMENT CALLS OFF TALKS WITH ARTISTS

HAVANA TIMES – The Ministry of Culture, announced today it would not honor its agreement for a dialogue with Cuban artists. The Communist Party currently carries out a massive media campaign to paint artists critical of government policy as “mercenaries”. They are also holding “seminars” at workplaces to reinforce the accusations.

The government had already backtracked in less than 24 hours on the other accords reached between the vice minister of Culture and hundreds of artists in the wee hours of November 27th. These included a truce in the harassment and criminalizing of independent artists and journalists, and police restrictions on their mobility.

The reasons for reneging on the agreements

The Ministry of Culture said today it would no longer meet with the artists. It alleged: “they have direct contacts and receive financing and logistical support from the US Government and its officials.”

Furthermore, the Ministry blames the artists for its backtracking on the dialogue for including participation of members of the San Isidro Movement (MSI).

It was that Movement, a week long hunger strike, and the nighttime State Security assault on their headquarters on November 26th, which led to a spontaneous day-night sit-in of hundreds of people from the Cuban cultural world the following day at the gates of the Ministry of Culture.

Late that night vice minister Fernando Rojas finally met with a delegation of 30 artists including some MSI members. To diffuse the tense moment, Rojas promised a dialogue for the coming week to discuss issues and concerns.

The Ministry statement published in the official press today justified their reneging on their promise. “The inclusion of persons who for a long time, have violated patriotic symbols, committed common crimes and made direct attacks on the Cuban Revolution under the guise of art, is what led to breaking off any possibility of dialogue.”

The Castro-Diaz Canel government maintains that any criticism of their policies, laws and leaders originates from the United States. According to them, no Cuban has a right to criticize a government that only acts to benefit the people. Furthermore, for decades they maintain that the US embargo is the cause of all their failed economic policies.

The policy of dealing with artists and writers dates back to 1961

The Ministry said its doors were open, “as always”, to those artists who are not committed to the enemies of the Cuban nation.

Back in 1961, Fidel Castro set what is still government cultural policy. He said that all cultural expression that supports the Revolution would be permitted.  In official lingo, the Revolution, Communist Party, leaders and the government are all one and the same.

HAVANA TIMES – After the meeting between Vice-Minister of Culture, Fernando Rojas, and 30 representatives of hundreds of people present at the protest outside the Ministry of Culture – on November 27th – Amaury Pacheco, a founder of the San Isidro Movement (MSI), shares his experiences. He explains the meaning recent developments have had for the Movement, Cuban civil society and the future of these interrelationships.

HT: How did this process unfold? What came out of it?

Three vice-coordinators were at our houses under the siege of police patrol cars. Likewise, the people at the Movement’s central point – San Isidro and Damas Streets, in Old Havana.

We circulated information via different channels: Exchanging what was happening to everyone during this home arrest?

Things got heated when the MSI’s base was attacked [on the night of November 26]. Members of the military dressed up as doctors, wearing white coats. They broke into the space. Those present at the Base say that they were beaten. A set-up that nobody sees.

They were removed from the house under the suspicion of having COVID-19, when Carlos Manuel Alvarez, a journalist arrived on the scene, who said he came from the US.

The police withdrew from outside our homes when they went to attack our Base.

We found out that a group of Theater and Movie artists were planning to organize a peaceful protest outside the Ministry of Culture. Creating a powerful critical mass. Calling on people to come.

I said: “… they are coming together for Freedom of Expression, for what happened at San Isidro. Asking to enter a dialogue with the Ministry of Culture. I’m going!”

It was around 5 PM. Over 200 people were shouting in chorus. There was a joyful atmosphere, but there was also a lot of determination.

I was really happy to see this. We realized that what had happened in San Isidro awakened people in a way that was bigger than us.

Seeking connectedness and new spaces

The San Isidro Movement seeks Connectedness. For different spaces to open up. For people to connect with one another based on their personal experiences, techniques and peaceful means of social struggle.

We arrived and there was a list. It included Michel Matos, Aminta D’Cardenas, Claudia Genlui and Catherine Bisquet, who doesn’t belong to the Movement, but was one of the people holding a hunger strike at MSI’s base. I wasn’t included, but because I form part of the Movement, I was added in the end. This was agreed in a democratic way. I didn’t even take part.

I was surprised to see artists linked to state institutions, who don’t normally take part in these things, as it could have repercussions on them.

Some points were written down, from more general to more specific points. We talked about FreeDenis, one of MSI’s main demands, and everybody there agreed. It wasn’t MSI that brought this to the table. We joined and formed part of this Coalition.

#FreeDenis and then calling off the Hunger Strike, were our proposals for the dialogue: following protocol. Getting Luis Manuel Otero back home, his house [the MSI base] is shut off and taken over.

A wide variety of concerns and demands

There were representatives from the different arts and they all had their own struggle. Theater/Movie/Visual artists, were vindicating important agendas for independent spaces. They insisted on the need for structural change in artistic institutions.

Civil demands in general: freedom of speech, the right to dissent, to create freely, the end of state harassment, defamation and no more police violence, no more political hate, and so on.

MSI promotes cultural rights, freedoms, so the dialogue was in sync with our own objectives.

Yunior Garcia Aguilera, somebody with a lot of talent and charisma, managed to organize that conversation and laid the groundwork for the dialogue with the Ministry.

We were there since around 10 AM and we weren’t seen until 11 PM. The Minister never showed.

What happened inside the Ministry

The Delegation went in: 30 people talked to the Vice-Minister. They didn’t want to accept some people, but we really struggled and MSI got its foot in the door.

The dialogue couldn’t be broadcast live, because our cellphones were taken. It became a secret space, but we have different versions of what happened from everybody who was there.

It was a frank, cutting, straight-to-the-point conversation. We told the Government everything that was on our minds, the need for Civil Society, a Constitution and how the Government needs to abide by it. About Decree-Laws 349 and 370, which have created an earthquake.

Decree-Law 349 criminalizes the dissemination and promotion of art. Decree-Law 370 criminalizes social media communication.

Our Movement knew this wasn’t the time to discuss certain issues, but it was an opportunity that had never existed up until now. That the State took upon themselves to open institutions to a dialogue with groups they call counter-revolutionaries, dissidents, but they are just independent in reality.

Letting them know we are not afraid

The Government played this card. They told International Opinion that “there is an ongoing dialogue with the MSI, but not directly.”

The way we shared and responded to the vice-minister was truly impressive. It reminded me of shoals of fish moving altogether at the same pace. There was an inner beating, regardless of our different demands.

A powerful will to tell them that we weren’t AFRAID. That the over 400 people outside weren’t afraid. The people with whom we had reached an agreement for this dialogue and with whom we would have to speak with afterwards.

This generation has shaken off its fear, just like we have to do what we do. It’s a great thing on a national level and proof that there is social discontent in Cuba.

The State isn’t controlling everything that happens, it’s just not true. There is social debilitation, though. We need political change, yes, a strategic change on how to build the nation.

Everything outside was said out loud. Everyone agreed with these demands.

We broke our fear. We looked at each other, acknowledged each other and spoke. That was the power there. We opened the door, so the Government had to sit down and talk under pressure. The people were determined, “We won’t leave until…”.

San Isidro had ignited the flame that connected many people.

Practing what we want for the country

There were many artists, but we were talking about citizenship, individual rights, social rights, human rights, not just cultural rights. Comprehensive issues, but key issues.

We practiced what we want for the country. It was a dangerous action, like the human body: muscles, mind, neurones, everything moving for a specific action. It’s what we practice in San Isidro, and it managed to awake citizens.

Being a person – an important part – practicising citizenship, reflects the other parts. They don’t work on their own. People are the most human thing that exists. Individuals with their own things, own way of doing things, getting places, moving forward with their lives. Citizens facing laws, how it orders them, their place in the current hierarchy, in society.

This point about citizenship and exercising democracy, of reaching a consensus, is very important. It is something that this generation truly has. If you are under the yoke of totalitarianism, a wisp of democracy can appear. We all came to an agreement. Coming up with agendas that we can all push together, and not via a hierarchy or dictatorial space.

There wasn’t a dialogue with MSI. We took part in something a lot larger, civil society speaking, saying: “…we want to take your points to the table because they are important, somebody is dying.”

Filmmaker Fernando Perez was an important witness

Fernando Perez, a well-respected filmmaker, was also at the table. He said that he wouldn’t speak, but watching everyone say their piece, he also decided to say a few words. This was important because it made the involvement of different generations clear. Every generation has its own social history in Cuba, with very specific characteristics.

The Vice-Minister said that they could find a solution for demands within the artistic and cultural sector, but there were other demands that needed to be talked over with other institutions, and he made a note of this. He said that everything depended on processes.

Connections were made for meetings, a platform for dialogue with some of the arts. General issues would be discussed at a later date, when they could be looked over with the Minister.

Press conferences would be held about what happened there because “… we owe it to the people outside.”

Many followers of the tense developments at San Isidro’s base, felt like the Movement had ended and this isn’t true.

Channels of domestic politics in Cuba are very slow. If you don’t have a position in the public space and spaces of pressure, there isn’t anything that allows you to sit down at the negotiations table.

The agreements made

The agreements we made by the time we left, included: A channel of dialogue with cultural institutions. Address the issue of Denis Solis Gonzalez and Luis Manuel Otero Alcantara “urgently”. Independent artists can meet without being harassed, among other points, such as the safeguard of going home that night without suffering police harassment.

The Government says: “We don’t work under pressure.” So we have to pressure them; they pressure us all the time. In the meeting, a young woman said: “We aren’t here to pressure you, we are here to give you a chance to enter a dialogue and change what’s happening.”

It was like saying: We are giving you a chance to renew your own foundations… because this is going to go ahead regardless. It’s going to be huge… and you won’t be able to stop it. You are rusty as a State. You don’t understand what is happening. New generations don’t understand these dated procedures.

The government will renege on this meeting, but it really has changed Cuban reality. We know that it is being replicated in Matanzas. It could even explode on a national level.

Manipulation and back-tracking

The Government has manipulated everything in its official account of events.

What happened in that room hasn’t had a historic precedent in these past 60 years.

San Isidro has its own list of proposals, which haven’t ended: Luis Manuel and Maykel Osorbo held a hunger strike. San Isidro has very clear strategies. Our reports are clear on our social media pages.

MSI has gained many followers with successful campaigns. Ever since Decree-Law 349 was announced, as well as all of the attacks against Luis Manuel have become successful campaigns, because of what we have done.

I’m grateful to these people – many young people – who said: ENOUGH! and chose to stand outside the Ministry. We know what happens to people who speak openly in Cuba’s public space. The street is the Communist Party’s private property. Public spaces are pretty much closed off.

Recent events have opened-up a space forever. Many other things can be pushed forward. It’s happening as we speak.

TANIA BRUGUERA DETAINED AMID PROTESTS OVER ARTISTIC FREEDOM IN CUBA

Against the backdrop of protests over artistic freedom in Cuba, artist Tania Bruguera, a celebrated figure whose work has frequently spoken out against her country’s government and its policies, was detained on Friday, according to a message posted on social media by her sister, Deborah Bruguera. On Saturday, the Museo de Arte Latinoamericano de Buenos Aires, which is currently hosting an exhibition of Bruguera’s work, said the artist had been released.

In a Facebook post, Deborah Bruguera said that her sister had been “kidnapped” by “people in civilian clothes” after attending a party held by artist Sandra Ceballos Obaya. In a follow-up message posted early Saturday morning, Deborah said that multiple officers questioned Bruguera about the push toward artistic freedom that has become a flashpoint in the country, in an attempt to identify the movement’s leaders.

Last week, on November 27, a group of 300 protests gathered outside the Cuban culture ministry in Havana to speak out against governmental control of the country’s artists. Officials met with 30 of the protesters—who are part of a group known as 27N—for several hours and agreed to strive for greater freedom for artists. Then, after the meeting, Cuban president Miguel Díaz-Canel decried the protests, calling them a “farce.” Bruguera was among those to criticize him, telling NBC, “At this point of crisis, an interlocutor with real decision-making power is needed.”

Already, those protests have led to arrests for others. Artist Luis Manuel Otero Alcantara took part in a hunger strike after the rapper Denis Solis was arrested. Alcantara, too, was later detained by Cuban officials. He was released, then placed under house arrested, according to the Art Newspaper.

Coco Fusco, a Cuban-American artist based in New York, also spoke out against the governmental scorn for the protesters, writing in a letter circulated via the platform E-Flux that those in the U.S. need to be paying attention. “Bruguera and [journalist Carlos Manuel] Alvarez are among the best-known Cubans outside the country and are being targeted precisely because they are known in the United States, precisely because they have been supported by the American institutions,” she wrote. “This is indeed an American problem as much as a Cuban one.”

In 2018, Cuba enacted Decree 349, which enables governmental officials to regulate the sale of artworks in the country and to keep artists from addressing various subjects, including the “use of patriotic symbols that contravene current legislation,” violence, and pornography. More recently, the San Isidro Movement, a decentralized push toward freedom that is being led by artistic figures and regular citizens alike, has become the subject of scrutiny from officials in Cuba.

Bruguera’s performance art and social practice work have been sharply critical of the amount of power Cuban politicians exercise for years. Among her most touted works is Untitled (Havana, 2000), a video installation that considered the exploitation of Cubans by Fidel Castro; when the work was shown at the Havana Biennial, it was partially censored. Because of her outspoken political gestures, Bruguera has pitted herself against Cuban officials, who have arrested her several times amid protests.

In an open letter posted to the activism website Avaaz, artists Tania Bruguera and Coco Fusco; Laritza Diversent, the director of human-rights organization Cubalex; curator Yanelys Nuñez Leyva; and writer Enrique Risco speak out against Decree 349, which the Cuban government issued in July to address “violations by individuals of the regulations regarding the provision of artistic services.” Their missive, which is addressed to Miguel Díaz-Canel Bermúdez, Cuba’s president as of this past April, claims that the decree will “restrict the creativity of the Cuban people and criminalize independently produced art,” and ultimately give way to “the impoverishment of Cuban culture.”

According to a report in the Miami Herald last month, Decree 349 affects artists of all kinds, including musicians, who can no longer be hired to perform in clubs or bars without the permission of the Ministry of Culture or certain agencies, and artists, who aren’t allowed to sell works without state permission. (Fines are imposed on artists who do.) Limitations have also been placed on works that feature “use of patriotic symbols that contravene current legislation,” violence, and pornography, among other forms of imagery.

In a phone conversation, Fusco said that the decree was enacted “without prior conversation with the artist community” in the country, and that it can be situated within a larger culture of governmental surveillance that is well-known to Cubans. “This is an ongoing problem in Cuba—that [artists] are afraid to speak up,” she told ARTnews. With the letter, she went on, she and her co-authors were hoping to start a “public discussion” about the decree.

Overview

Cuba has one of the lowest connectivity rates in the Western Hemisphere, and while the government has significantly improved technical infrastructure and lowered prices in recent years, regular internet access remains extremely expensive, connections are poor, and authorities both monitor usage and work to direct traffic to the government-controlled intranet. The state engages in content-manipulation efforts while blocking a number of independent news sites. Political dissent is punishable under a wide range of laws, including Decree Law 370, which has frequently been used against online journalists.

However, despite heavy restrictions, Cubans continue to circumvent government censorship through grassroots innovations.

Cuba is a one-party communist state that outlaws political pluralism, bans independent media, suppresses dissent, and severely restricts basic civil liberties. The government continues to dominate the economy despite recent reforms that permit some private-sector activity. The regime’s undemocratic character has not changed despite a generational transition in political leadership between 2018 and 2019 that included the introduction of a new constitution.

CUBA IMPOSES MORE TAXES AND CONTROLS ON PRIVATE SECTOR AND INCREASES CENSORSHIP ON THE ARTS

The Cuban government issued new measures on Monday to limit the accumulation of wealth by Cubans who own private businesses on the island. The provisions stipulate that Cubans may own only one private enterprise, and impose higher taxes and restrictions on a spectrum of self-employment endeavors, including the arts.

The government announced that it will start issuing licenses to open new businesses — frozen since last August — but established greater controls through a package of measures intended to prevent tax evasion, limit wealth and give state institutions direct control over the so-called cuentapropismo or self-employment sector.

The measures will not be immediately implemented. There is a 150-day waiting period to “effectively implement” the new regulations, the official Granma newspaper reported.

Cubans who run private restaurants known as paladares, for example, will not be able to rent a room in their home to tourists since no citizen can have more than one license for self-employment.

“There are workers who have a cafeteria and at the same time have a manicure or car wash license. … That is not possible. In practice, he is an owner who has many businesses, and that is not the essence and the spirit of the TCP [self-employment], which consists of workers exercising their daily activities,” Marta Elena Feitó Cabrera, vice minister for labor and social security, told the official Cubadebate site.

About 9,000 people, half in Havana, are affected by the measure, said the official.

In addition, all private sector workers must open an account in a state bank to carry out all their business operations. And the boteros, those who work as private taxi drivers, must present receipts to justify all their deductible expenses. Other measures curb the hiring of workers in the private sector, which currently employs 591,456 people, or 13 percent of the country’s workforce.

The government also stated it would eliminate the tax exemption for businesses that have up to five employees and would instead impose a sliding scale that increases with each worker hired. It also ordered an increase in the required minimum monthly taxes of businesses in various categories.

Government officials quoted by Granma said that the measures will increase tax collection and reduce fraud. But economists have warned that more taxes on hiring employees could dramatically hamper the development of the private sector at a critical moment. A monetary reform — which could bankrupt nearly half of the state companies, potentially leaving thousands unemployed — is expected to happen soon.
The new measures also maintain a halt on new licenses for things such as “seller vendor of soap” and “wholesaler of agricultural products,” among others.

One significant provision states that those who rent their homes to tourists and nationals may also rent to Cuban or foreign companies but “only for the purpose of lodging.” That would presumably prevent renters from subletting units.

The “rearrangement” of self-employment, as the new measures were framed in the official media, reduces licenses by lumping together various elements of one industry while limiting another. For example, while there would be only one license for all beauty services, permits for “gastronomic service in restaurants, gastronomic service in a cafeteria, and bar service and recreation” were separated — meaning that one can own a restaurant but not also a bar.

To increase controls, each authorized activity will be under the supervision of a state ministry, in addition to the municipal and provincial government entities, which can intervene to set prices. The level of control reaches such extremes that the Official Gazette published a table with classifications on the quality of public restrooms and the leasing rates that would have to be paid by “public bathroom attendants,” one of the authorized self-employment categories. Some public bathrooms are leased by the state to individuals who then are responsible for upkeep and make their money by charging users a fee.

The regulations are the first significant measures announced by the government since Miguel Díaz-Canel was selected as the island’s new president in April. But the proposed regulations had been in the making for months by different government agencies, according to a draft of the measures previously obtained by el Nuevo Herald. The announcement comes just as the Cuban economy is struggling to counter the losses brought by the crisis in Venezuela — its closest ally — and the deterioration of relations with the United States.

The new measures could also have a significant impact on the cultural sector. The decree may be used by the Ministry of Culture to increase control over artists and musicians and impose more censorship in the country.

Decree 349 of 2018 establishes fines and forfeitures, as well as the possible loss of the self-employment license, to those who hire musicians to perform concerts in private bars and clubs as well as in state-owned venues without the authorization of the Ministry of Culture or the state agencies that provide legal representation to artists and musicians.

Many artists in urban genres such as reggaeton and hip-hop, who have been critical of the Cuban government, do not hold state permits to perform in public. However, many usually perform in private businesses or in other venues.

Painters or artists who sell their works without state authorization also could be penalized.

The measures impose sanctions on private businesses or venues that show “audiovisuals” — underground reggaeton videos or independent films, for example — that contain violence, pornography, “use of patriotic symbols that contravene current legislation,” sexist or vulgar language and “discrimination based on skin color, gender, sexual orientation, disability and any other injury to human dignity.”

The government will also sanction state entities or private businesses that disseminate music or allow performances “in which violence is generated with sexist, vulgar, discriminatory and obscene language.”

Even books are the target of new censorship: Private persons, businesses and state enterprises may not sell books that have “contents that are harmful to ethical and cultural values.”

1968: A DECISIVE TURNING POINT IN THE CUBAN REVOLUTION

In 1960, less than two years after having overthrown the Batista dictatorship, the Cuban Revolution was well on its way to implementing the Soviet model. Most people at that time still supported the revolution. Notwithstanding the recurring shortages of consumer goods and the housing crisis, most Cubans had benefited from the newly established welfare state, which insured an austere but secure standard of living.

Buoyed by that support and by the people’s enthusiastic response to its resistance to US imperialism, the Cuban leadership pursued its foreign-policy objectives with a revolutionary elan absent in the more cautious and conservative Soviet bloc.

Cuba displayed its anti-imperialism with particular vigor in Latin America, where it supported — and often organized — guerrilla groups set on overthrowing dictatorial governments. Fidel Castro’s government devoted extra attention to countries that had severed their ties with Cuba following Washington’s directives. That is, Castro’s militant foreign policy was based not only on its revolutionary ideas also but on the Cuban state’s interests.

This helps explain why Castro maintained friendly relations with corrupt and authoritarian Mexico, the only Latin American country that refused to break diplomatic relations with revolutionary Cuba. In fact, Castro’s government abstained from criticizing Mexico’s crimes, including the October 1968 Tlatelolco massacre.

Granma, the official organ of the Cuban Communist Party, adopted a purely “objective” journalistic posture when covering Tlatelolco, allowing it to avoid any critical analysis of the political actors behind the massacre. While the Mexican left was denouncing the murder of hundreds of demonstrators, Granma uncritically reported the “provisional” figures provided by the “official sources”: just thirty dead, fifty-three seriously injured, and fifteen hundred arrested.

Reasons of state also explain why, after a rough start, Fidel established friendly relations with Franco’s dictatorship and why the Cuban revolutionary hierarchy, from its official unions and student organizations all the way to the top, did not support the French May ‘68 movement. Not only did French President de Gaulle refuse to toe the US line against Cuba, but he had also agreed to continue trade, which had became of crucial importance to the island following the American blockade. As with Tlatelolco in Mexico, Granma limited itself to “objectively” reporting the events of May ‘68. It strictly avoided making any political inferences or conclusions.

Despite these contradictions, Castro’s early foreign policy was governed by a set of revolutionary ideas that aimed to establish systems similar to Cuba’s across Latin America. His government supported and organized foco groups on the top-down Cuban model, which produced acrimonious conflicts with the gradualist and pro-Moscow Communist parties in countries like Venezuela and Bolivia. It also caused friction with the Soviet Union itself because Castro’s militancy jeopardized the long-standing agreement between the USSR and the United States, which held that the two imperialist powers and their partners would not intervene in each other’s spheres of influence.

This tension came to a head in 1967, when Moscow began to significantly reduce its oil shipments to Cuba in hopes of pressuring the island into moderating its aggressive foreign policy. But Castro wasn’t swayed. He responded by denouncing the USSR’s friendly overtures to Venezuela and Colombia despite their anti-communist repression. He then refused to send a top Cuban political figure to the celebration of the fiftieth anniversary of the Russian Revolution in November 1967. And, at the celebration of the ninth anniversary of the Cuban Revolution in January 1968, he expressly, albeit diplomatically, connected Cuba’s tightened oil rations to the slowdown of Soviet delivery. The USSR then suspended its supply of military hardware and technical assistance.

When conflict simmered between a reform-minded Communist government in Czechoslovakia and Moscow, many wondered what the Cuban response would be. For months, Granma published very little about Czechoslovakia, entirely ignoring the reformist Prague Spring and its impact on the international left. This changed, however, in mid-July, when the paper began covering the growing confrontation between Czechoslovakia and the USSR in depth.

Most likely, Castro recognized that the key dynamics of the Czech events had shifted. Originally, protesters were calling for internal reform and democratization, which Castro would not want to have publicized on the island. (Likewise, Granmadid not cover the student movements in Poland and Yugoslavia that had taken place in March and June of that year.) But by July it had become clear that a confrontation between Czechoslovakia and the USSR was coming, one that would bring the issue of national sovereignty to the fore. US imperialist aggression made this question particularly important to Castro, and the conflict brewing between Cuba and the USSR only made the issue more urgent.

Granma focused on the external USSR-Czechoslovakia conflict, excluding the internal dimension, and wrote in some detail about other Communist parties’ reactions to the developing confrontation, regardless of which side they supported. It was clear that the newspaper — and by inference Fidel Castro, his government, and the Cuban Communist Party — would not take sides. In fact, it was going out of its way to give equal space to both parties.

But this all changed when Fidel, without having said a word about the conflict, came out in support of the Soviet invasion in August. Granma immediately adopted the Soviet line and started publishing statements from Cuban mass organizations praising Fidel’s support of the invasion.Other steps, designed to appease the Soviets and incur favors, followed. Cuba cut back on its support to Latin American guerrillas, and, in the 1970s, it carried out a rapprochement with the pro-Moscow Communist parties in the region by acknowledging that armed struggle represented only one path for revolutionary struggle. In response, these parties recognized Cuba’s vanguard role in the hemisphere’s anti-imperialist struggle.

This was the beginning of what former Soviet diplomat Yuri Pavlov called the “belated honeymoon” between the USSR and Cuba, which lasted well into the 1980s. In June 1969, the Cuban representative at the International Conference of Communist Parties in Moscow joined the pro-Soviet majority in denouncing China’s “sectarian” position. In return, the Soviet Union sent a flotilla of warships to visit Cuba. An exchange of military delegations soon followed. Marshal Andrei Grechko, the Soviet defense minister, went to Havana in November 1969, and Raúl Castro, Cuba’s defense minister, traveled to Moscow in April and October 1970. The flow of Soviet arms resumed and then increased, and Fidel Castro approved the construction of a deep-water base for Soviet submarines at Cienfuegos.

Mutual state visits came soon after, and Cuba joined the Soviet-led Council for Mutual Economic Assistance (CMEA) in 1972. In that period, Cuba turned to Africa as the main focus of its revolutionary foreign policy. There, unlike in Latin America, it shared Moscow’s strategic interests.

While appeasing Moscow, Castro nevertheless preserved his right to disagree with some Soviet policies, making Cuba a junior partner, rather than a satellite, of the USSR. In fact, Castro had staked out this position from the beginning. In his speech supporting the invasion of Czechoslovakia, he not only criticized Alexander Dubcek’s “liberalism” but also the USSR’s policy of peaceful coexistence with the United States. The Cuban leader sarcastically wondered if the Soviets would dispatch Warsaw Pact troops to help defend Cuba from an attack by the imperialist Yankees.

Full Nationalization

That same year, Castro initiated what he called the Revolutionary Offensive, a project aimed at totally nationalizing the island’s economy. The state had already taken over large and middle-sized businesses in 1960, but family-owned operations remained in private hands.

Within sixteen days of the announcement, the official press reported that 55,636 small businesses had been nationalized, including bodegas, barber shops, and thousands of timbiriches (“hole-in-the-wall” establishments). The Revolutionary Offensive gave Cuba the world’s highest proportion of nationalized property.

According to Cuban economist Carmelo Mesa-Lago, some 31 percent of these small businesses were retail food outlets, and another 26 percent provided consumer services, like shoe and auto repair. Restaurant and snack shops represented another 21 percent; 17 percent sold clothing and shoes. The rest (5 percent) were small handicraft establishments that manufactured leather, wood products, and textiles. Half of these small businesses were exclusively owner- and family-operated and had no employees.

Shortly after nationalization, the state closed one-third of the small enterprises. The only private activity left in Cuba was small-farm agriculture, where 150,000 farmers owned 30 percent of the land in holdings of less than 165 acres each.

One of the Revolutionary Offensive’s goals was to shut down the many thousand bars in Cuba, both private- and state-owned. The regime wanted them closed not because of opposition to alcohol but because it believed the bars fostered a prerevolutionary social ambiance, antithetic to the Castro government’s militaristic, ascetic, anti-urban campaigns to forge the “New Man.”

These campaigns began in 1963, when Castro attacked homosexuality and cultural nonconformity.. Hoping to emphasize the state’s centrality to citizens’ lives, he also went after religious dissenters, including Jehovah’s Witnesses, Catholics, and followers of the secret Afro-Cuban Abakuá society. Members of these groups were imprisoned in the Units of Military Aid to Production (UMAP), forced labor camps established in 1965 and disbanded in 1968.

The Revolutionary Offensive’s nationalization of all small businesses was also intended to provide the state with complete control over agricultural output. Many of the expropriated merchants bought farm products at high prices, reducing the amount available for the state.

In addition, it granted the state more power over the labor force. Absenteeism and job abandonment, generated by the lack of consumer goods, had become a major problem. To combat it, the Cuban leadership drafted a law against vagrancy, which it enacted on March 28, 1971. The legislation ordered all adult men to put in a full day’s work and established a variety of punishments ranging from house arrest to internment in forced labor rehabilitation centers. Information regarding its enforcement is unknown.

The Revolutionary Offensive exemplifies Castro’s super-voluntarist, “idealist” approach to socialization. The policy equated private property in general with capitalist private property in particular, a misreading of Friedrich Engels’sSocialism: Utopian and Scientific.

There, Engels distinguished modern capitalism, in which individual capitalists appropriate the products of social and collective activity, from socialism, where both production and its appropriation are socialized. Accordingly, productive property involving collective work is the proper object of socialization, not the individual or family productive unit, let alone personal property.

Besides this confusion, the Cuban government was in no position to take over the distribution of goods and services from small businesses — the nationalization program reinforced, instead of ameliorated, the shortage of consumer goods.

The Ten Million Ton Sugar Crop campaign, planned for January 1969 to July 1970, is another example of Castro’s voluntarist orientation. This extravagant effort never achieved its goal. Instead, it diverted scarce production and transportation inputs, causing serious disruptions to the island’s economy.

As historian Lillian Guerra pointed out, the campaign represented far more than an exercise in voluntarism or “idealism.” It aimed not only “to revive the ‘júbilo popular’ (mass euphoria) of the early sixties and thereby restore the unconditional standards of support for government policies” but, more importantly, “to prove the value of labor discipline and enforce it simultaneously.”

Likewise, as Mesa-Lago pointed out, Castro used the Revolutionary Offensive to mobilize as much of the labor force as possible for production, particularly in agriculture, in order to reinforce labor discipline, save inputs, and exhort workers to increase productivity and do unpaid work. In April 1968, the official union confederation recruited a quarter of a million workers to perform farm labor without pay for twelve hours per day over three to four weeks. Some 2.5 million days were “donated” by workers who spent fourteen weeks on coffee plantations.

These campaigns were all launched in response to that decade’s economic crisis, one that became qualitatively worse with the criminal economic blockade established by the United States in the early sixties. But the bureaucratic and chaotic top-down administration of the economy generated that crisis.

As Andrés Vilariño, a Cuban government economist pointed out, investment inefficiency was one of the principal causes of declining economic productivity in the sixties. For example, expensive imported machinery sat in warehouses and ports for so long, most of it rusted over. Meanwhile, the inadequate supply of consumer goods, combined with the lack of worker control of the production process and the absence of independent unions, engendered a sense of apathy among Cuban workers. The lack of transparency in decision making, not to mention the inaccurate economic information coming from a lower management class fearful of reprisals for reporting bad news, produced bad planning and waste, often aggravated by Fidel Castro’s capricious interventions and micromanagement.

In one telling case, he tried to introduce a new breed of cattle, the F1 hybrid, against the advice of British experts that he himself had brought to Cuba. The project wasted millions of dollars.

New Targets

In 1968, Castro shifted the repression already being deployed on his government’s enemies (even critics from the pro-revolutionary left). First, the government eliminated some of the most excessive forms of punishment, closing, for example, the UMAP agricultural labor camps. Second, government policing efforts zeroed in on any political and cultural expression that deviated from the official party line.

A case in point was the old Communist leader Aníbal Escalante. In 1962, he was purged from the government and party and then jailed for his sectarian attempt to accumulate power by excluding revolutionaries who did not belong to the old pro-Moscow Communist Party from government positions. In 1968, he was again purged and jailed, this time on charges of having formed a “micro-faction” within the Cuban Communist Party critical of Castro’s economic policies. He was also accused of meeting with Eastern European diplomats in order to gain their support. For Fidel — and his brother Raúl, assigned to officially charge Escalante — this “micro-faction” jeopardized their efforts to impose a single line in the party.

The affair demonstrates the disproportion between the supposed offense and the punishment. Not only were many of Escalante’s criticisms of Castro’s economic policies correct — especially with regard to the disastrous ten million ton sugar-crop campaign — but no evidence ever indicated that Escalante and his small group were conspiring to remove or overthrow the Cuban government with or without the support of Eastern European diplomats. The group may have been “unpatriotic,” as the government charged, but its activities were peaceful and therefore subject to public political debate. Instead, the regime, following the Stalinist tradition, turned it into a criminal case.

Castro had thirty-five of the thirty-seven members of Escalante’s group tried by a so-called War Council (Consejo de Guerra), which the government assembled specially to impose stiff sentences. Escalante was sentenced to fifteen years in prison, and thirty-four of his associates were sentenced to terms ranging from one to twelve years. The two remaining members belonged to the armed forces and were therefore referred to the Revolutionary Armed Forces’ prosecutor for processing.

By adopting these separate paths, the government implicitly recognized most of Escalante’s group as civilians, who were supposed to be processed differently from, and under less onerous rules than, the military. Despite this implicit difference, they faced a War Council, where they earned harsher sentences than they might have received otherwise.

Castro also turned his attention to Cuban dissenters in the cultural realm. In January, 1968, the government opened the Havana Cultural Congress, inviting more than five hundred intellectuals from seventy countries to attend, including prominent left-wing social scientists and historians such as Ralph Miliband and E. J. Hobsbawm, well-known Caribbean and Latin American literary figures like Aimé Cesaire, Julio Cortázar, and Mario Benedetti, famous European writers such as Michel Leiris, Jorge Semprún, and Arnold Wesker, as well as left-wing politicos such as several leaders of the North American SDS and SNCC. The congress, which focused on the topic of political, economic, and cultural anti-imperialism, was ostensibly carried out in an open manner. According to independent observers, all the presentations and resolutions that participants proposed were included without any interference.

Thanks to this apparent openness, neither the foreign guests nor many of the invited Cuban intellectuals suspected that an important group of black Cuban intellectuals and artists — among them Rogelio Martínez Furé, Nancy Morejón, Sara Gómez, Pedro Pérez-Sarduy, Nicolás Guillén Landrián, and Walterio Carbonell — had been excluded.

According to the Black Cuban author Carlos Moore, the group had been meeting to discuss the Cuban government’s lack of action against racism, a problem that the revolutionary leaders claimed to have solved with the abolition of racial segregation in the early sixties. In response to a rumor that these intellectuals had drafted a position paper on race and culture in Cuba for the congress, Minister of Education José Llanusa Gobel called them in for a private meeting a couple of days before the event began. After listening to their critiques, Llanusa accused them of being “seditious” and told them that the “revolution” would not allow them to “divide” the Cuban people along racial lines. He explained that the very idea of their “black manifesto” was a provocation for which they would have to recant or face the consequences.

He then barred them from the congress. In addition, each member was subjected to various degrees of punishment. The worst was meted to those unwilling to recant, such as Nicolás Guillén Landrián, the nephew of the national poet laureate and then-president of the Cuban writers and artists union. After the congress, he was repeatedly arrested and later left Cuba as an exile.

Walterio Carbonell, one of the group’s leaders, also refused to recant. A Cuban exponent of Black Power politics, he had originally belonged to the old pro-Moscow Cuban Communist Party. Ironically, he had been expelled from that organization for supporting Fidel Castro’s attack on the Moncada barracks on July 26, 1953. After the revolution, he served as Cuba’s ambassador to the Algerian National Liberation Front (FLN). In 1961, he published his Critique: How Cuba’s National Culture Emerged, where he argued that black Cubans had played a major role in the war of independence and the establishment of the republic — a fact that the prerevolutionary white racist culture and institutions had erased. Moreover, he claimed that the black Cuban experience was at the heart of the Cuban Revolution’s radicalism — accordingly, the struggle against racism strengthened rather than weakened the revolution.

Walterio Carbonell

Thanks to these arguments, Carbonell endured various forms of detention between 1968 and 1974, including compulsory labor. According to Lillian Guerra, after he was released in 1974, he continued to defend his ideas, so he was interned in various psychiatric hospitals and subjected to electroshock and drug therapy for another two to three years. After that, Carbonell spent his remaining years as a little-known researcher at the National Library.

Unlike Carbonell’s cases, the repression case of Cuban poet and journalist Heberto Padilla became well known very quickly. In 1968, Padilla won was awarded the National Union of Writers and Artists of Cuba’s (UNEAC) most prestigious prize for his book of poems Fuera del Juego (Outside the Game). But the government objected to Padilla’s critical, nonconformist spirit and condemned the work, forcing UNEAC to change its line on it as well.

Heberto Padilla

Ostracized and unable to publish in Cuba, Padilla was arrested for daring to read several of his new poems in public and trying to publish a new novel. He was compelled to confess, in Stalinist fashion, his political sins in 1971. This provoked an international scandal, and a large group of well-known intellectuals sympathetic to the Cuban Revolution, such as Jean-Paul Sartre and Julio Cortazar, protested. In response, the regime banned and withdrew from the country’s libraries the works of any Latin American and European intellectual who objected to Padilla’s treatment.

In 1968, the government began using repressive to enforce a monolithic cultural line. This shift created the foundation of what was later called the Quinquenio Gris, the five-year period from 1971 to 1976 in which the Castro regime brutally repressed nonconformist expression. In 1971, the National Congress of Education and Culture viciously attacked gay artists and intellectuals, banned gays from representing Cuba abroad in artistic, political, and diplomatic missions, and branded the Afro-Cuban Abakuá brotherhood a “focus of criminality” and “juvenile delinquency.” Over those five years, the government imposed “parameters” on professionals in the fields of education and culture in order to scrutinize their sexual preferences, religious practices, and relationships with people abroad, among other political and personal issues.

The late Cuban architect Mario Coyula Cowley insisted that the Quinquenio Grishad in fact been the Trinquenio Amargo (the “bitter fifteen years”), because it had really started in the second half of the sixties. The hope that Castro would have supported Czech national self-determination and the upheavals of revolutionary 1968 to chart an independent, more democratic course for the Cuban Revolution was quickly lost.

New Book: CULTURE AND THE CUBAN STATE: PARTICIPATION, RECOGNITION, AND DISSONANCE UNDER COMMUNISM

Culture and the Cuban State examines the politics of culture in communist Cuba. It focuses on cultural policy, censorship, and the political participation of artists, writers and academics such as Tania Bruguera, Jesús Díaz, Rafael Hernández, Kcho, Reynier Leyva Novo, Leonardo Padura, and José Toirac. The cultural field is important for the reproduction of the regime in place, given its pretense and ambition to be eternally “revolutionary” and to lead a genuine “cultural revolution”. Cultural actors must be mobilized and handled with care, given their presumed disposition to speak their mind and to cherish their autonomy.

This book argues that cultural actors also seek recognition by the main (for a long time the only) sponsor and patron of the art in Cuba: the “curator state”. The “curator state” is also a “gatekeeper state,” arbitrarily and selectively opening and closing the space for public expression and for access to foreign currencies and the global market. The time when everything was either mandatory or forbidden is over in Cuba. The regime seems to have learned from egregious mistakes that led to a massive exodus of artists, writers and academics. In a country where things change so everything could stay the same, the controlled opening in the cultural field, playing on the actors’ ambition and fear, illuminates a broader phenomenon: the evolving rules of the political game in the longest standing dictatorship of the hemisphere.

Yvon Grenier, a sharp-eyed observer of culture and politics in Latin America, provides an illuminating analysis of the complex relations between Cuba’s intellectuals and the Castro regime. Exceeding the revolutionary rhetoric which has impressed much of the research on Cuba in the past, Grenier looks seriously and rigorously into the state’s cultural policy over time, showing how changes in that policy from repression to liberalization and back have not altered the fundamental position of Cuba’s artists, writers and political scientists, a position marked by fear, censorship, self-censorship, and the need to perform intellectual acrobatics. Everywhere in the world intellectuals, writers, and academics are a different breed who seek participation and recognition from their public and peers as well as their state. In his analysis of Cuba’s cultural policy during the Cuban revolution, Yvon Grenier carefully shows that in a communist state that quest is particularly difficult and dangerous. In Cuba, a line was drawn early on between those who work within the revolutionary parameters and gain acceptance, though at times managing to be quite critical (dissonance) and those who work outside of it, meeting rejection and ostracism (dissidence). Yet, through his analysis of the hardships, vicissitudes, and circumstances of the lives of important Cuban intellectuals (such as Jesús Díaz, Tania Bruguera, and Leonardo Padura), Grenier further shows that where the line lies can be rather unclear, leading to some crossing it unwittingly while others place their stories in another century and another place to avoid it. Grenier shows that the political control of the cultural life in a one party state like Cuba results not only in censorship but also in self-censorship. For everyone who cares about the quality of intellectual life in Cuba and elsewhere, this is a book not to be missed.

This book is a path-breaking work that convincingly turns the conventional wisdom about the ‘cultural policy’ of the Cuban Revolution on its head. Most compelling and original is the author’s nimble analysis that distinguishes between a set of unwritten but untouchable “primary parameters” and another set of “secondary” and contextually permeable parameters that such cultural actors must constantly negotiate in order to avoid being dealt “out of the game” of Cuban culture as played on the island under the Revolution. The strongest contribution of the book is to change the focus on cultural freedom in Cuba from one that focuses exclusively on the state to one that focuses equally on the ways Cuban writers, artists, and intellectuals negotiate with the state, in search not only of greater creative freedom but also (and ironically) state recognition and promotion.

INTRODUCTION

The past few years have been a bitter-sweet period for those hoping for the Cuban authorities to relax their iron grip on people’s right to freedom of expression and assembly.

High-profile visits by the International Committee of the Red Cross and Pope Francis in 2015, as well as by the UN Special Rapporteur on trafficking in persons, especially women and children and the UN Independent Expert on human rights and international solidarity in 2017, appeared to herald greater political openness and to offer some hope that Cuba might begin to open itself up to increased international scrutiny by independent human rights monitors. A tourism boom, the expansion of Wi-Fi-internet hotspots, even a first ttime performance by the rock band the Rolling Stones (foreign rock music was deemed subversive in Cuba for decades) were other small signs that Cuba might be releasing its tight control on freedom of expression. The re-establishment of diplomatic relations between Cuba and the USA starting in December 2014, followed by then President Obama’s state visit to Cuba in 2016 also seemed to promise the beginning of an end to the economic embargo which for decades has perpetuated the Cold War rhetoric of “us” and “them” and undermined ordinary Cubans’ enjoyment of economic and social rights.

This optimism makes the jarring reality all the more marked. Hours before President Obama landed in Cuba, dozens of activists and independent journalists were detained. In a joint press conference with the US President, President Raúl Castro continued to flatly deny that there were any “political prisoners” in Cuba.

In contrast, in the past three years, Amnesty International has named 11 prisoners of conscience in Cuba, and there are likely many more. Further, a national human rights organization, not recognized by the Cuban authorities, reported an average of 762 politically motivated and arbitrary detentions a month between 2014 and 2016.

Human rights lawyers from the organization Cubalex were harassed and intimidated, despite having been granted precautionary measures by the Inter-American Commission on Human Rights (IACHR) to protect their lives, personal integrity and activities as human right defenders. In May 2017, at least 12 of its members were granted asylum in the USA after the Cuban authorities threatened to bring criminal charges against them related to a tax investigation. The Committee to Protect Journalists (CPJ) ranked Cuba 10th on its 2015 list of the world’s most censored countries and classified its laws on free speech and press freedom as the most restrictive in the Americas. Amnesty International media remains heavily censored and limited. While an increasing range of autonomous digital media projects has emerged, alternative online news sources operate within a legal limbo that exposes journalists and media workers to the risk of harassment and arbitrary detention. Moreover, their web pages are often blocked by the authorities in Cuba. In early 2017, the expulsion of a journalism student reportedly pushed out of university for being a member of the group Somos, considered a dissident organization by the authorities, received widespread international and independent national media coverage. According to press reports, one of Cuba’s most famous singers, Silvio Rodríguez, called the expulsion an “injustice” and “clumsy and obtuse.”

In June 2017, President Trump’s administration took an almost complete U-turn on US political rhetoric towards Cuba reducing the likelihood that the US Congress will pass legislation to lift the economic embargo on Cuba. Despite the easing of some restrictions by the former Obama administration, which has allowed for increased travel and remittances between the two countries, and annual votes by a majority of UN member states to lift it, the embargo remains in place. Amnesty International has consistently recommended that the US embargo be lifted, based on its negative impact on the economic and social rights of the Cuban population. Meanwhile, a recent poll by the University of Chicago found that many Cubans “feel stuck in the current economic climate.”

Few expect the economy will improve anytime soon and 46% described it as poor or very poor. Cuba’s fragile economy has inevitably been impacted by the ongoing economic and human rights crisis in Venezuela – a provider of significant economic aid to Cuba in recent years. Exceptionally low salaries – the average monthly salary is approximately USD27 a month – are insufficient to cover basic needs. Ordinary Cubans continue to struggle, despite the government’s food ration system, taking additional jobs in the informal sector and receiving remittances from family members living overseas.16 In July 2017, the Secretary General of the Central Union of Cuban Workers (Central de Trabajadores de Cuba, CTC), the country’s only officially recognized trade union, stated in an interview that average salaries are unable to meet workers’ basic needs and create “apathy in work, lack of interest and significant labour migration”, an issue that he said is being evaluated by decision-making bodies.

While many Cubans interviewed for this briefing told Amnesty International that they felt Cuba has made important human rights advances in the provision of free health care and access to education and valued the fact that there is little organized crime in the country, many also described the day-to-day struggle of having to make difficult choices between feeding and clothing their families. People interviewed by Amnesty International said that food rations – which have been progressively reduced – are insufficient to last the month. And while education is free, many Cubans find it difficult to buy the things their children need to attend school, such as uniforms, backpacks and other basic supplies. For example, an administrator in a state food factory told Amnesty International she earned USD20 a month at a time when shoes for her child could easily cost USD30. Many people interviewed said they had to break the law to make ends meet. The same administrator also described how one of her job responsibilities was to ensure that workers did not steal bread or other essentials they need to survive.

Former President Fidel Castro’s death in November 2016, and President Raúl Castro’s announcement that he would step down in 2018 continue to fill opinion columns with speculation about Cuba’s future. But while in political quarters and international news rooms Cuba remains a hot topic, tens of thousands of Cubans continue to leave the country. Their individual reasons may vary, but common threads are disillusion with Cuba’s changing international diplomacy, a lack of confidence that salaries will improve18 and scepticism at the idea that a post-Castro administration will do anything to untangle the tight web of control on freedom of expression. Amnesty International’s interviews with Cuban migrants highlight this widespread and profound lack of belief in the prospect of structural change. This briefing examines limitations on freedom of expression that persist in Cuba despite the context of purported political openness, a tourism boom and a changing economic context. It is based on research carried out between December 2016 and September 2017, although Amnesty International´s lack of access to Cuba has posed a significant limitation on providing an analysis of human rights issues in the country. The interviews the organization conducted with Cubans for this briefing have made it possible to identify the impact on a wide range of people of 50 years of serious restrictions on the rights to freedom of expression and peaceful assembly.

The failure of the authorities to respect and ensure these rights has had an impact far beyond the ranks of those directly targeted for their activism or views and seeped into the everyday experiences and hopes of people from all walks of life.

This briefing focuses on those wider influences and on the human rights advances that those affected would want to see. As Cuba prepares for elections in 2018, the diverse Cuban voices at the centre of this research highlight the need for authorities to promote reforms that ensure the respect and protection of human rights, including a review of criminal laws and practices which are inconsistent with international human rights law and standards and that unduly limit freedom of expression. They also underscore the need for the authorities to adhere to international labour standards which Cuba has undertaken to uphold by ratifying International Labour Conventions. The briefing ends with a set of recommendations calling on the authorities to end unjust restrictions not only on those unfairly deprived of their physical freedom, but also on those who feel their minds are imprisoned and their lives stunted because they are deprived of their right to freedom of expression.

WHAT’S BEHIND THE ONGOING CONTROVERSY ABOUT “CENTRISM” IN CUBA?

As most people know, the Cuban mass media – radio, television, newspapers and magazines – are totally controlled by the state and they exclusively publish or broadcast content that closely follows the “orientations” of the Ideological Department of the Central Committee of the Cuban Communist Party (PCC.) It is through mechanisms such as these that the government’s ordered “enforced unanimity” continues to prevail in the Caribbean island.

Yet, in spite of censorship, there exists a relatively free space created by the Internet. Although in Cuba access to the Internet is expensive and continues to be among the lowest in Latin America and the Caribbean, it has nevertheless increased, thus allowing for the existence of many publications and “blogs” critical of the regime from different vantage points.

The most important in Spanish of these publications is Cuba Posible, edited by Roberto Veiga Gonzalez and Lenier Gonzalez Mederos, two Cuban Catholic disciples of the deceased Carlos Manuel de Céspedes y García-Menocal, a progressive priest who was General Vicar of the Archdiocese of Havana. Until a few years ago, Veiga and Gonzalez Mederos were the editors of Espacio Laical, sponsored by the Félix Varela Cultural Center of the same Havana Archdiocese, but they were fired by the Catholic hierarchy that no longer wanted to support the political line of the editors.

Broadly speaking, Cuba Posible could be characterized as social democratic because of its support for a mixed economy, which in reality would end up as a market economy subject to the imperatives of competition and other economic laws of capitalism given the lack of workers’ control and a democratic planning of the economy.

With respect to the political system itself, Cuba Posible presents a pluralist perspective and has occasionally criticized the one party state as a questionable political system without making its opposition to it a central feature of its publication.

For the socialist and democratic left, those politics are troublesome enough in and of themselves. But they become even more problematic when coupled with Cuba Posible’s stated intent to act as a “loyal opposition” to the regime.  In the first place, no such thing as a “loyal opposition” is possible in a system that, as a matter of political principle rejects the mere possibility of an opposition; it is even less possible that such an opposition, however loyal, can come to power through elections or any other peaceful means. Secondly, such intent injects into the publication a conciliatory tone when indignation is the most appropriate response to the government’s abuses.

It should be noted, however, that Cuba Posible continues to include among its collaborators people who represent a broader political perspective than that of its editors. And in any case, Veiga Gonzalez as well as Gonzalez Mederos have the absolute democratic right to submit their views to the consideration of the Cuban people, whether in the Internet or in the mass media, a right that is, of course, rejected by the regime stalwarts who have lately closed ranks against them and their publication accusing them of the sin of what these stalwarts have labeled as “centrism”.

What are those who speak about “centrism” saying? 

Several months ago, a group of writers, who for some time have been agitating, supposedly on their own account, for a “hard line” position in defense of the Cuban regime, began a campaign against Cuba Posible and other moderate critics of the Cuban regime. The most important of those hard line writers has been Iroel Sanchez in his blog La Pupila Insomne (https://lapupilainsomne.wordpress.com), where he recently reproduced a whole book titled El Centrismo en Cuba: otra vuelta de tuerca hacia el capitalismo [Centrism in Cuba: Another turn of the Screw towards Capitalism].

The book includes his contributions as well as those of many of his co-thinkers. It is an open attack against what Sanchez and company call “centrists,” accusing them of using their moderate critique of the government as a mask to subvert and eventually overthrow the “socialist” system in Cuba.

Besides branding that supposed strategy as “right-wing nationalist” and “social democratic,” Iroel and his associates also brandish against those critics the term “third way,” which in reality has nothing to do with right wing nationalism or with social democracy, but refers instead to the policies espoused by Tony Blair, who far from being a social democrat, was a neoliberal trying to subvert the welfare state and the social democratic character of the British Labor Party. For Iroel and his hardliners, however, this doesn’t matter: there is no difference between right-wing nationalism, social democracy, and neoliberalism.

Of all the terms wielded by Sanchez and company against the opposition, the one that they really focused on was “centrism.” They wield it in a purely topographic sense referring to a location in between two extremes, capitalism and communism. Curiously, the supposedly communist Iroel Sanchez seems to ignore that in the political traditions of revolutionary Marxism and Communism, the term “centrism” refers to those political parties that, especially in the period 1918-1923, were more radical and to the left of Social Democracy but kept to the right of the Communist parties.

Among those “centrist” parties were the German Independent Social Democrats – a left-wing split from German Social Democracy (SPD) – and several other European parties that came together in the 1920s to form the so-called “Vienna International,” which, significantly, was also referred to as the “Two and a half International.” For the Communist International, these parties might have talked about socialist revolution, but in reality they were reformists and even counterrevolutionaries.

While centrism within that Marxist tradition referred to a specific phenomenon – left-wing radical groups that broke with Social Democracy but did not become Communist – Sanchez uses the same term to paint over with the same brush the wide political spectrum of political orientations between capitalism and Communism. If you are not 100% with the regime, your actual politics does not matter: and you are, by definition, an anti-revolutionary “centrist.”

Even in purely topographic terms, the characterization of the Cuban opposition and critics as “centrists” is highly questionable, because it assumes, as a political axiom, that the Communist parties in power are in fact left wing. This is how, by definition, Iroel and his people get to identify the left with a system that in reality is a class society based on state collectivism, where the state owns the economy, and manages it through the control mechanisms of the one-party state. To be part of the ruling class depends on the position that individuals occupy in the party-ruled bureaucracy. This type of power is hostile to democracy, civil and political rights, and especially to the working class and popular control of the economy.

Fortunately, there are other far better conceptions of what the left means. For Jan Josef Lipsky, for example, a leader in Poland, of the Workers’ Defense Committee (KOR) in the 1970s, and of Solidarity in the 1980’s, the left is, as he explained in KOR. Workers’ Defense Committee in Poland, 1976-1981, an attempt to reconcile equality and liberty: “…being on the left” is “an attitude that emphasizes the possibility and necessity of reconciling human liberty with human equality, while being on the right…may mean sacrificing the postulate of human freedom in favor of various kinds of social collectives and structures, or foregoing the possibility of equality in the name of laissez faire.” (180)

But Iroel Sanchez and his associates defend the one-party state as the only political system compatible with socialism. They don’t even mention that Raul Castro’s “monolithic unity” proclaimed years ago disregards the profound differences in political power associated with class, race and gender in the “actually existing” Cuban society.

It is precisely because of that power differential, that those groups and individuals without power in society – workers, peasants, Black people, women, and gays among others – need the freedom to organize independently into associations and political parties to struggle for their interests. For this to happen it is necessary to abolish the political monopoly of the PCC, consecrated in the existing Constitution, through its mass organizations like the CTC [Worker’s Confederation] and the FMC [Women’s Federation], which blocks any independent attempt by workers, women and other groups to defend themselves.

Once deprived of its constitutionally mandated monopoly, and thus, of all the privileges it appropriated onto itself during its long lasting control of public life, the PCC could become an authentic political party, a voluntary organization materially supported by the dues and donations of its members and sympathizers. It would then function as one of many political parties representing the conflicts and divisions within Cuban society.  To the extent that these parties represent the interests of the classes and groups that would emerge in a changing society, it would be impossible – and undesirable – to limit their number through legal mandates, or through administrative or police methods.

Who are the people attacking the “centrists”?

Some people in the opposition regard Iroel Sanchez and his stalwarts as “extremists.” But this is not an appropriate term: historically, there have been many “extremists” who did the right thing. The pro-independence Cubans of the War of Independence (1895-1898) could have also been accused of “extremism” since they rejected both the “volunteers” and “guerrillas” who supported Spanish colonialism (equivalent to the Right of those years) and the Autonomists (the moderates of that period).

Instead, Iroel and company are hard line Stalinists, as they clearly demonstrate in their book. Thus, in his contribution titled “Una respuesta para Joven Cuba” [An answer for the Joven Cuba blog,] Javier Gómez Sánchez lashes out against the blog under that title, a blog that has been frequently critical and fairly honest but clearly pro-government, as if they were just another group of “centrists.”

The content and inquisitorial tone of Ileana González in her contribution titled “Al Centrismo Nada” [Nothing for Centrism] does not fall far behind Andrey Vyshinsky’s, the prosecutor of the Moscow Trials from 1936 to 1938. The extremely detailed information about opposition persons presented in various articles in this book also suggests that many of its contributors are State Security agents or close collaborators of that repressive body.

It is worth noting, however, that these Stalinists do not seem to have gelled into a hard line political tendency within the PCC, as was the case, for example, of the “Gang of Four” that attempted to control the Chinese Communist Party after Mao’s death, but was quickly eliminated by Deng’s forces. They don’t even resemble Fidel’s Support Group at the beginning of this century, to which the Maximum Leader conferred a certain degree of operational and administrative power. Iroel and his group are no more and no less than propagandists in the service of the PCC. That is all.

What are the purposes of the campaign against “Centrism”?

The Cuban government initiated and is using this campaign to draw a line in the sand of what is and is not permissible. But it is not doing it itself through its official press and broadcasting stations to avoid sowing more doubts about the authenticity and durability of Raul Castro’s economic reforms and relative political liberalization.

Long term, the regime is using this campaign as an attempt to close the ranks of the party and the country with another call in the style of the “monolithic unity” of former years in preparation for the foreseeable physical disappearance of the historic leaders of the revolution in the next five to ten years, and for the problems that this can create for a fluid transition of power.

The call to “unity” has become ever more urgent with the gradual but definitive increase of Internet access, especially among the youth, the professional and technocratic strata, and among those with a university education who generally have a greater access to the Internet. The information acquired through those channels can potentially undermine the political loyalty to the party and regime. It is not for nothing that practically the entire campaign against “centrism” has been conducted through the Internet, and not in the official press and mass media.

Trump’s repeal of several measures favoring the slow process of relaxation and possible abolition of the economic blockade of Cuba, have not yet eliminated the limited but real softening of the opinion of many Cubans with respect to the United States. This softening was due to Obama’s initiatives easing various restrictions of the US’s criminal blockade, such as increasing the remittances that can be sent to Cuba, resuming regular commercial flights to the Island, and his successful visit to Cuba.

As we know, the official Cuban press has used every means at its disposal to fight that softening of Cuban opinion, which for obvious reasons, the regime considers dangerous to its power. The government’s attack against the so-called “centrist” opposition, is nothing more than another attempt to harden the Cuban people to close ranks around it and to maximize its control through its call to “unity.”
