WHAT DOES THE POPE’S VISIT MEAN FOR CUBA?

The leaders of three odd bedfellows are coming together this week: a 2,000-year old global institution known as a defender of the status quo, a 239-year old revisionist democratic superpower, and a 56-year old Communist revolutionary regime. How will they move the needle toward change? We are about to find out.

Pope Francis’ visit to Cuba this week—followed immediately by a meeting with President Barack Obama on the pontiff’s first-ever trip to the United States and President Raúl Castro’s inaugural appearance at the United Nations General Assembly shortly thereafter—together offer a compelling sequence of events that can move mountains. Or at least a few boulders from the thorny path of U.S.-Cuba relations.

Roll out the tickertape 

Let’s start with the Holy Father’s visit to Cuba, an island he knows remotely through his many years of service as a leading Latin American bishop and his book on Pope John Paul II’s dialogue with Fidel Castro in 1998. The hugely popular pope arrives in Cuba as an agent of change in at least two ways: as a promoter of religious freedom and a more activist church that is already providing critical social services to Cuba’s downtrodden citizens; and as a key facilitator of the breakthrough in U.S.-Cuba relations announced last December.

In the former, Pope Francis builds on the earlier groundwork of Popes John Paul II and Benedict who devoted time and energy to restoring—gradually and incompletely—the place of religious faith in Cuban society. Their man in Havana, Cardinal Jaime Ortega, whose non-confrontational approach has won both critics and fans, has played a critical role in bridging the yawning church-state divide and negotiating the release of over 150 political prisoners.

The Pope’s role as “guarantor” of the normalization process between Cuba and the United States, particularly its human rights elements, helps give the White House some political space to push Congress to lift the embargo even in the face of Cuba’s often violent harassment of opposition figures. The Pope also brings an overwhelmingly positive message of reconciliation among all Cubans on and off the island and a humanistic approach to the excessive depredations of both communism and capitalism. The visit should inject another wave of enthusiasm and hope around the possibilities of gradual but positive change on the island.

The embargo thorn

For the Castro regime, the Pope’s visit is another perceived endorsement of Cuba’s standing as a country that punches well above its weight in international affairs. A longstanding critic of the U.S. embargo against Cuba, the Vatican will help Cuba remind the world that the United States should not only unconditionally end the embargo, but pay up for the all the damages it has caused.

In case the point is missed on anyone, Cuba this week launched its annual campaign for yet another vote at the United Nations this fall condemning the embargo. The vote may not look as lopsided as previous years if other governments choose to endorse the olive branch Obama has extended to Havana. The Pope himself is unlikely to inject himself in the middle of this fight.

 A conversion to more Christian treatment of civil society and free expression looks frustratingly unlikely, despite the Pope’s quiet entreaties.

But his speech to the U.S. Congress on September 24, another first for any pope, offers an irresistible opportunity to call upon legislators to consider, in at least moral terms, the benefits of engagement and reconciliation over isolation and punishment, a point that would fit in nicely with his theme of mercy and forgiveness. The same message, of course, ought to apply to the Cuban government and its heavy-handed treatment of its own citizens. Raúl Castro’s gushing comments of someday returning to the Catholic Church suggests he gets the importance of religiosity in various forms to Cuban society (evangelicalism, Santeria, and Catholicism, among others). But a conversion to more Christian treatment of civil society and free expression looks frustratingly unlikely in the short term, despite the Pope’s quiet entreaties.

In search of positive legacies and soft landings

For President Obama, the big bet to normalize relations with Cuba is shaping up to be a positive legacy the White House will go to some lengths to protect. It is already proving highly popular among Americans of all persuasions and even more popular in Cuba itself. The initial enthusiasm he received—including by other heads of state at the Panama Summit of the Americas last April—has carried the ball forward at a steady clip, as embassies reopened in both capitals this summer and talks proceed to improve bilateral cooperation on several fronts.

With the latest announcement of another round of unilateral measures by Obama to expand travel, remittances, and telecommunications, and trade with Cuba’s emerging private sector, the reality that only Congress can fully lift the embargo is sinking in, and starting to get more attention. As Obama told a business audience on September 16: “my biggest suggestion would be for [the business community] just to start having a conversation on a bipartisan basis about lifting the embargo.” He went on to say, however, that it shouldn’t happen “all in one fell swoop.”

It won’t. With competing bills in Congress for and against weakening or lifting the embargo, and nearly all Republican presidential candidates aligned against such a move, no one should expect any reversion, sudden or otherwise, to a pre-Castro era.

Which is precisely where the three main actors on the stage—the Pope, Raúl Castro, and Barack Obama—want to be: positioned as agents of gradual but positive change. They all hope for a soft landing for a nation transitioning from decades of trauma and triumph to a more stable, open, and—perhaps—more “normal” future.

EXECUTIVE SUMMARY

The new US policy toward Cuba comes at a critical moment, with its impact reaching far beyond the Florida Straits. Since President Obama’s historic announcement in December 2014, Havana has welcomed the Presidents of France and Turkey, the Foreign Ministers of Japan and the Netherlands, the Director of Diplomacy for the European Union, the Governor of New York, and a host of other policymakers and entrepreneurs from the United States. Pope Francis is scheduled to visit in September.

Engagement will be critical to buttressing the government’s appetite for reform. After twenty-five years of post-Soviet adjustment and patchy results from limited reforms, a consensus exists that the economic system and old institutions require a fundamental overhaul. The Cuban gov­ernment is cognizant of the imperative to allow the “nonstate,” or private sector, to grow. It is the only way to slim down the public sector without massive unemployment.

Now that Cuba has caught the eye of foreign investors and the international community, it is a good time to reignite discussion on Cuba’s reinte­gration into the global economy. As with so many other countries before, the critical first step will be to regain access to the international financial institutions (IFIs), with a particular focus on the International Monetary Fund (IMF), the World Bank, and the Inter-American Development Bank (IDB).

Accession would serve the interests of Cuba and its citizens, the United States, and the inter­national community. In Cuba, the process of economic reform is at a pivotal moment, and more progress is needed to lift the economy on to a new growth trajectory before President Raúl Castro is to step down in 2018. Accession will require adjustments: improving data and transparency, aggressively working to unify the two currencies, and shifting official attitudes. But in the context of the new relationship with the United States, these should not be difficult.

The experiences of other former communist countries can provide lessons for Cuba. Albania, which joined the IMF in October 1991, has some interesting parallels. Albania’s first loan from the Fund, under a stand-by arrangement, was approved in August 1992, and its reengagement with the global financial system and policy reforms produced significant improvements in the standard of living. Vietnam offers another posi­tive example, with access to IFI support coming after a period of initial reform. In both countries everything from GDP to life expectancy improved. These universal benefits are compelling factors for Cuba.

For the international community, Cuba’s accession is long overdue. Still, in the United States, agreement to Cuban accession could face objections. However, those objections rest on discredited assumptions that sanctions can bring political change and that international support will help only the government and not the people of Cuba. US backing of Cuban membership in the IFIs would be consistent with the new policy of helping to support economic reform. This is a unique opportunity to stimulate further transfor­mations in Cuba.

Three possible approaches exist for Cuba to join the IFIs. The first would involve a gradual process of confidence-building between the IFIs and the Cuban authorities, with no initial commitment or date for membership. The second would be a more direct and immediate path, beginning with a Cuban decision to apply for membership. The third would be for President Obama to take the initiative by making a public statement of sup­port for Cuba’s accession to the IFIs, claiming his constitutional prerogative to define the direction of US foreign policy—much like the leadership by President George H. W. Bush in advocating for Russian engagement and membership in the IMF in 1991-1992.

This report argues that a series of steps can be taken now—by Cuba, the United States, and the international community—to pave the way for Cuba to be welcomed back as a full and active member of the international financial institutions.

Medical diplomacy, the collaboration between countries to simultaneously produce health benefits and improve relations, has been a cornerstone of Cuban foreign policy since the outset of the revolution fifty years ago. It has helped Cuba garner symbolic capital (goodwill, influence, and prestige) well beyond what would have been possible for a small, developing country, and it has contributed to making Cuba a player on the world stage. In recent years, medical diplomacy has been instrumental in providing considerable material capital (aid, credit, and trade), as the oil-for-doctors deals with Venezuela demonstrates. This has helped keep the revolution afloat in trying economic times. What began as the implementation of the one of the core values of the revolution, namely health as a basic human right for all peoples, has continued as both an idealistic and a pragmatic pursuit. This article examines the factors that enabled Cuba to conduct medical diplomacy over the past fifty years, the rationale behind the conduct of this type of soft power politics, the results of that effort, and the mix of idealism and pragmatism that has characterized the experience. Moreover, it presents a typology of medical diplomacy that Cuba has used over the past fifty years.

Conclusion

Medical diplomacy has been a cornerstone of Cuban foreign policy since the outset of the revolution fifty years ago. It has been an integral part of almost all bilateral relations agreements that Cuba has made with other developing countries. As a result, Cuba has positively affected the lives of millions of people per year through the provision of medical aid, as well as tens of thousands of foreign students who receive full scholarships to study medicine either in Cuba or in their own countries under Cuban professors. At the same time, Cuba’s conduct of medical diplomacy with countries whose governments had not been sympathetic to the revolution, such as Pakistan, Guatemala, Honduras, and El Salvador, to name only a few, has led to improved relations with those countries. Medical diplomacy has helped Cuba garner symbolic capital (goodwill, influence, and prestige) well beyond what would have been possible for a small, developing country, and it has contributed to making Cuba a player on the world stage. In recent years, medical diplomacy has been instrumental in providing considerable material capital (aid, credit, and trade), as the oil-for doctors deals with Venezuela demonstrates. This has helped keep the revolution afloat in trying economic times.

What began as the implementation of one of the core values of the revolution, namely health as a basic human right for all peoples, has continued as both an idealistic and a pragmatic pursuit. As early as 1978, Fidel Castro argued that there were insufficient doctors to meet demand in the developing world, despite the requesting countries’ ability to pay hard currency for their services. Because Cuba charged less than other countries, with the exception at that time of China, it appeared that it would win contracts on a competitive basis. In fact, during the following decade (1980s), Cuba’s medical contracts and grant aid increased. In most cases, aid led to trade, if not to considerable income. With the debt crises and the International Monetary Fund’s structural adjustment programs of the 1980s, grant aid predominated. In 1990, Cuban medical aid began to dwindle as neither the host countries nor Cuba could afford the costs, the former because of structural adjustment–mandated cuts in social expenditures and the latter because of the collapse of its preferential trade relationships following the demise of the Soviet Union. As Cuba’s ability to provide bilateral medical aid diminished, its provision of medical aid through multilateral sources (contracts) increased.56 Cuba’s medical diplomacy continued, albeit on a smaller scale during the 1990s, until the rise of Hugo Chavez in Venezuela.

With medical services leading economic growth in the twenty-first century, it seems unlikely that even the more pragmatic Raul Castro will change direction now. In contrast, dependency on one major benefactor and/or trade partner can be perilous, as the Cubans have seen more than once. If Chavez either loses power or drastically reduces foreign aid in an effort to cope with Venezuela’s own deteriorating economic conditions and political opposition,

Cuba could experience an economic collapse similar to that of the Special Period in the early 1990s. In fact, the global financial and economic crisis has compounded existing problems. In an effort to avert that type of collapse, Raul Castro has been trying to further diversify Cuba’s commercial partners.57 In July 2009, Cuba received a new US$150 million credit line from Russia to facilitate technical assistance from that country, and companies from both countries signed various agreements, including four related to oil exploration.

Furthermore, Raul Castro made clear in his August 1, 2009, speech before the National Assembly of People’s Power, that Cuba could not spend more than it made. He asserted that it was imperative to prioritize activities and expenditures to achieve results, overall greater efficiency, and to rationalize state subsidies to the population. Despite a little help from its Venezuelan friend, the Cuban government has had to embark on austerity measures that hark back to the worst of times right after the collapse of the former Soviet Union.60 With two budget cuts already this year, restrictions on electricity distribution, and a 20 percent decrease in imports, it is likely that the Cuban government will attempt to increase its medical exports to countries that can afford to pay for them. In fact, in August 2009, Raul Castro indicated that Cuba would need to increase the production of services that earn hard currency.62 Pragmatism clearly dictates this course of action even if it also is imbued with strong revolutionary idealism about humanitarian assistance.

Economic and political benefits of medical diplomacy aside, Fidel, both when he was president and today as an elder statesman and blogger, most sincerely cares about health for all, not just for Cubans. His long-term constant involvement in the evolution both of the domestic health system and of medical diplomacy has been clear through both his public pronouncements and actions, and the observations and commentary of his subordinates and external observers.  Today, this concern for health is part of the social agenda of ALBA, through which, for example, additional Cuban medical aid to Haiti post-2010 earthquake is being conducted.

Unable to offer financial support, Cuba provides what it excels at and what is easily available, its medical human resources. International recognition for Cuba’s health expertise has made medical diplomacy an important foreign policy tool that other, richer countries would do well to emulate. After all, what country could refuse humanitarian aid that for all intents and purposes appears to be truly altruistic?

CUBA SLOWLY BEGINS TO REJOIN THE GLOBAL FINANCIAL SYSTEM

CAF-Development Bank of Latin America plans a small overture toward Cuba later this month that could be a stepping stone toward the island rejoining the international financial community.

CAF — whose members include 17 Latin American and Caribbean countries, Spain and Portugal and 14 private banks in the region — is planning a conference with the University of Havana to explore economic development in Latin America and Cuba.

While the April 28-29 conference is an “intellectual” rapprochement, Enrique García, the executive president of CAF, said that while in Havana, he also plans to explore the possibility of Cuba becoming a member of the only multilateral bank owned by emerging nations.

CAF’s interest, García said, is improving the quality of life for the Cuban people. The overture responds more to a long-standing desire by Caracas-based CAF to bring Cuba back into the hemispheric fold than to the new U.S.-Cuba policy and President Barack Obama’s decision to remove Cuba from the U.S. list of state sponsors of terrorism, García said. But he added: “The new U.S.-Cuba relationship obviously facilitates the opportunity to do things. We are very pleased to see the way the situation is turning out. It’s very positive for Cuba, for hemispheric relations.”

Unlike other regional financial institutions such as the InterAmerican Development Bank, membership in CAF doesn’t require that a member country also belong to the Organization of American States. Although Cuba was one of the founding members of the OAS, it was suspended for nearly five decades after the organization found Cuba’s Marxist-Leninist government incompatible with OAS principles.

The OAS lifted that suspension in 2009 on the condition that Cuba take part in a “process of dialogue” on OAS principles. But that dialogue never took place and so far Cuba has said no thanks.

For decades, Cuban officials criticized the OAS as a tool of the U.S. government and said the organization would “end up in the garbage dump of history.” But that was before the United States and Cuba began the process of renewing diplomatic relations. “My feeling, however, is that Cuba will not return yet to the OAS,” said José Miguel Insulza, secretary general of the OAS. “It’s going to wait for some time. I think the issue of the U.S. continues to be very relevant for them. They want to have normal relations with the U.S. first.

“Second, it’s been so many years that probably they would prefer to go to other institutions of the inter-American system,” Insulza said. “The political step will be taken later. After telling your people for 54 years that the OAS is the worst thing in the world, you just don’t come and sit down without explaining.”

Things are percolating on other fronts too as Cuba tries to shore up its troubled finances and rejoin the global economy. In early March, for example, Paris Club Chairman Bruno Bezard met with Cuban finance officials in Havana. Cuba stopped servicing its debt with the Paris Club, a grouping of 20 industrialized nations, in 1987.

The two sides began talking about a year ago after previous Paris Club negotiations in 2000 broke down. “We have moved very quickly. There is plenty of will on the Cuban side and the side of the creditors to begin this work,” Bezard said at a news conference in Havana. During the talks, how much debt and interest are owed to each Paris Club creditor was discussed. France is currently the largest of 15 Cuba creditors.

Bezard, also director general of the French treasury, recently told AFP that in a matter of months, debt negotiations with Cuba might begin over the approximately $15 billion it owes Paris Club members.

In recent years Russia, Japan, China and Mexico have forgiven a portion of Cuba’s debt and given Havana more manageable repayment terms.

García said that CAF has been exploring the possibility of Cuban membership “for quite some time. The question is when and how and also to be pragmatic. Obviously we have to analyze membership very carefully.”

Cuba’s admission to other international financial institutions such as the World Bank and the International Monetary Fund, however, is much more problematic. Not only does the Helms-Burton Act require the United States to oppose Cuban admission to such international institutions but it also requires the United States to reduce its funding to them if Cuba is admitted over U.S. objections.  But the United States isn’t a CAF member.

García said if Cuba were to join the development bank, the goal “at this stage” would be to provide technical assistance to Cuba rather than loans. In CAF’s 45-year history, García pointed out, it has never had a default.

If Cuba were interested, CAF might, for example, provide technical support as Cuba tries to unify its dual currency system, he said.

Now the focus is on the international seminar, “Opportunities and Challenges for Economic Development in Latin America and Cuba,” that will bring about 150 people together later this month. Among those who have been invited are Enrique Iglesias. former president of the Inter-American Development Bank, and Alicia Bárcena, executive secretary of the Economic Commission for Latin America and the Caribbean.

“We’ll discuss how we approach development issues — how we see the world and how they see things,” García said. “It’s important to engage.”

CAPITULO TORMENTOSO EN LAS RELACIONES CUBA-ESTADOS UNIDOS-VENEZUELA

El proceso de negociaciones distendido y promisorio entre Cuba y Estados Unidos peligra debido a la    gran confrontación motivada por la Orden Ejecutiva del Presidente Obama el 9 de marzo contra 7 altos cargos chavistas, al declarar estado de emergencia nacional porque Venezuela constituía una amenaza a la seguridad de Estados Unidos.  Se  ha argumentado que esa es la redacción establecida para la imposición de las sanciones, adoptadas por ambas cámaras del Congreso y  aprobada por el presidente el 18 de diciembre de 2014, un día después del anuncio de Raúl Castro y Barack Obama sobre el restablecimiento de las relaciones diplomáticas y la apertura de embajadas.

Sin embargo su implementación llegó en un momento  delicado,  y ha desviado la atención de la represión a la oposición y los demás problemas internos en Venezuela. Los cubanos en la isla han pasado del optimismo al temor de volver a vivir en gran  tensión y que las medidas anunciadas por el presidente Obama sean obstruccionadas por el gobierno de Cuba, nuevamente pretextando la confrontación.

Nicolás Maduro recién había visitado a Fidel Castro, y acusado al gobierno de Obama de  fomentar un golpe de estado para justificar la detención de dirigentes opositores, establecer visado para todos los norteamericanos, ordenar la reducción del personal de la embajada norteamericana en Caracas a igual cantidad que la venezolana en Washington, y que los funcionarios tendrían que reportar sus actividades  y solicitar permiso para efectuarlas. Respondió a la Orden Ejecutiva con la demanda a la Asamblea Nacional de una Ley Habilitantes Antiimperialista, enardecidas concentraciones y  demanda de Cumbres de la Unión de Naciones Suramericanas (UNASUR) y ALBA-TCP, aunque no logró una de CELAC.   Los cancilleres de Colombia, Ecuador y Brasil y el secretario general de UNASUR habían estado en Caracas el 6 de marzo en una infructuosa gestión de promoción de diálogo con la oposición y  la participación en las próximas elecciones parlamentarias. Todos los cancilleres se reunieron en Quito, su sede, el 14 de marzo para aprobar una declaración de apoyo al gobierno de Maduro.  Ese día, el canciller Bruno Rodríguez  visitó a Maduro para declarar que Estados Unidos no puede tener una política de zanahoria con Cuba y una política de garrote con Venezuela.

La Alianza Bolivariana para los Pueblos de Nuestra América-Tratado de Comercio de los Pueblos (ALBA-TCP)  realizó el 17 de marzo una Cumbre Extraordinaria de solidaridad con Venezuela y  para coordinar una posición común con vista a la VII Cumbre de las Américas (10-11 de abril). En la Declaración se rechazó

“la Orden Ejecutiva injusta e injustificada, que constituye una interferencia contra el principio de soberanía y el principio de no intervención en los asuntos internos de los Estados”. Se ratificó “el compromiso y apoyo irrestricto con la hermana República Bolivariana de Venezuela en la búsqueda de mecanismos de diálogo con el gobierno de Estados Unidos, para que cesen las agresiones de este gobierno contra Venezuela”, y se propuso crear un Grupo de Facilitadores de CELAC, UNASUR, ALBA-TCP y CARICOM “para facilitar una diplomacia de compromiso entre los gobiernos de Estados Unidos y Venezuela para aliviar las tensiones y garantizar la resolución amigable”.

Raúl Castro se expresó fuertemente contra Estados Unidos y llamó a que eliminara la Orden Ejecutiva y normalizar las relaciones con Venezuela.  Manifestó que

“Estados Unidos debería entender de una vez que es imposible seducir o comprar a Cuba ni intimidar a Venezuela. Nuestra unidad es indestructible. Tampoco cederemos ni un ápice en la defensa de la soberanía e independencia, ni toleraremos ningún tipo de injerencia ni condicionamiento en nuestros asuntos internos.  No cejaremos en la defensa de las causas justas en nuestra América y en el mundo, ni dejaremos nunca solos a nuestros hermanos de lucha”.

Reveló los objetivos para la VII Cumbre de las Américas:

“Rechazaremos con determinación toda tentativa de aislar y amenazar a Venezuela, y reclamaremos el fin definitivo del bloqueo a Cuba.  La sociedad civil cubana será la voz de los sin voz, y desenmascarará a los mercenarios que presentarán allí como sociedad civil de Cuba y a sus patrones”.

Llama la atención que antes y durante el año y medio que duraron las negociaciones que culminaron el 17 de diciembre, las relaciones de Estados Unidos y Venezuela se deterioraban intensamente, lo que no impidió que Raúl Castro llegará a los sorprendentes acuerdos con Barack Obama. En 2010 quedaron sin embajadores; en 2013 comenzaron y se suspendieron negociaciones, y Maduro ofreció asilo a Edward Snowden; Kelly Keiderling, encargada de negocios y dos diplomático fueron expulsados, supuestamente por alentar acciones de sabotaje; en 2014 Maduro acusó al gobierno  norteamericano de estar detrás de las protestas como parte de un plan en su contra.

La sorpresiva  tercera ronda de conversaciones para el restablecimiento de las relaciones diplomáticas entre Roberta Jacobson, subsecretaria de estado, y Josefina Vidal, directora general de Estados Unidos en la Cancillería cubana, y  el alejamiento de la prensa indicaron la urgencia para tratar  la confrontación Estados Unidos-Venezuela,  en La Habana, el 16 de marzo. Resultaba obvio que el proceso sería complejo y prolongado, pero no se esperaba la abrupta interferencia de este diferendo.  En poco menos de un mes se requieren muchas negociaciones y voluntad de resolver asuntos muy complejos. La Cumbre de las Américas junto a la novedosa participación del gobierno de Cuba y el encuentro de Raúl Castro y Barack Obama, debería ser un espacio de diálogo constructivo y relanzamiento de las relaciones  Estados Unidos-América Latina y el Caribe.

Mismanagement, corruption and the oil slump are fraying Hugo Chávez’s regime

zzzON A Wednesday evening around 30 pensioners have gathered for a meeting in a long, brightly lit room in a largely abandoned shopping gallery in Santa Teresa, a rundown and overcrowded district in the centre of Caracas. After a video and some announcements, Alexis Rondón, an official of the Ministry of Social Movements and Communes, begins to speak. “Chávez lives,” he says. “Make no mistake: our revolution is stronger than ever.”

Mr Rondón’s rambling remarks over the next 45 minutes belie that claim. Saying Venezuela is faced with an “economic war”, he calls on his audience to check food queues for outsiders, who might be profiteers or troublemakers, and to draw up a census of the district to identify opposition activists and government supporters. “We must impose harsh controls,” he warns. “This will be a year of struggle”.

About this, at least, Mr Rondón is correct. Sixteen years after Hugo Chávez took power in Venezuela, and two years after he died, his “Bolivarian Revolution” faces the gravest threats yet to its survival. The regime is running out of money to import necessities and pay its debts. There are shortages of basic goods, from milk and flour to shampoo and disposable nappies. Queues, often of several hundred people, form each day outside supermarkets. Ten patients of the University Hospital in Caracas died over the Christmas period because of a shortage of heart valves.

Both debt default and the measures that would be required to avoid one pose risks to the regime. It is on course to lose a parliamentary election later this year, which might then be followed by a referendum to recall Chávez’s inept and unloved successor, Nicolás Maduro. That could bring Venezuela’s revolution to a peaceful and democratic end as early as 2016. But there are darker possibilities. Caracas buzzes with speculation that the armed forces will oust the president.

Venezuela is suffering from the combination of years of mismanagement and corruption, and the collapse in the price of oil, which accounts for almost all of its exports. Chávez, an army officer, was the beneficiary of the greatest oil boom in history. From 2000 to 2012, Venezuela received around $800 billion in oil revenue, or two-and-a-half times as much in real terms as in the previous 13 years. He spent the money on “21st-century socialism”.

Some went on health care and low-cost housing for the poor, who hailed Chávez as a secular saint. Some has gone on infrastructure: a few new roads and metro lines were built, years behind schedule. Another chunk was given away in the form of cheap oil to Cuba and to other Caribbean countries, assuring Chávez loyal allies. Perhaps the biggest slice was frittered away or simply stolen. Filling a 60-litre tank with petrol costs less than a dollar at the strongest official exchange rate. Unsurprisingly, petrol worth $2.2 billion a year, according to an official estimate, is smuggled to Colombia and Brazil, with the complicity of the armed forces.

AMERICA AND CUBA: THE NEW NORMAL

ObamaMARCO RUBIO, a prospective Republican candidate for the White House, called it “a victory for oppressive governments the world over”. Only “the heinous Castro brothers, who have oppressed the Cuban people for decades” will benefit, thundered Jeb Bush, a likely rival, who is also based in Florida. The object of their fury: Barack Obama’s startling decision to loosen America’s 54-year-old embargo on Cuba.

Cuba’s Communist government is indeed oppressive, while the Castro brothers can fairly be called heinous and will probably do all they can to maintain control. Raúl Castro, who took over from Fidel in 2008, has said he will step down in 2018, but that is not a prelude to free elections. Nonetheless, easing the embargo is the right thing to do. The measures that Mr Obama and Mr Castro announced on December 17th—including a deal to restore diplomatic relations and the liberalisation of travel and remittances—will do much to normalise a relationship that has been trapped in the sterile logic of the cold war. But its significance goes beyond that. The embargo warps the United States’ relations with other Latin American countries, as well as their relations with one another.

The Economist has long argued that the embargo is self-defeating. Rather than ending the Castros’ rule, it has provided an evergreen excuse for their failures and so helped maintain them in power. The embargo kept Cuba out of international bodies such as the Organisation of American States, where other countries could have prodded the island towards greater openness. It put the United States at odds with most of its allies and nearly every other country in its hemisphere. It would be much better if the embargo were got rid of entirely, but its partial lifting is a step towards normality for the whole region.

So far most of the attention has been on Cuba. The Castros agreed to release 53 political prisoners (along with an aid worker and an American spy). Cubans will have more access to the internet, which should loosen the regime’s weakening grip on information. As Cuba’s relations thicken with the democratic giant next door, its citizens’ demands for freedom may grow more insistent. There is no guarantee that such engagement will unseat the Castros, but the embargo has manifestly failed for half a century. It has only remained there because of the political clout of a dwindling number of elderly Cuban exiles in Florida (which also explains the outrage of the normally more sensible Messrs Bush and Rubio).

But the biggest prize should be the advance of democracy and open markets in Latin America. The Castros are not the only ones who will be discomfited by the loss of the American alibi. Venezuela leads a loose coalition of countries that uses defiance of the United States as an excuse for policies that stunt economic growth and democratic rights. It has long supported Cuba (and other Caribbean countries) with sales of oil at heavily subsidised prices. Even for robustly democratic countries like Brazil, the American bogeyman makes it easier to justify resistance to trade deals and to cosy up to uglier regimes.

Now this depressing narrative may change. Venezuela’s government, reeling from the drop in oil prices, faces difficult parliamentary elections in 2015. Argentina’s next president is likely to be less prickly towards the rest of the world than Cristina Fernández de Kirchner, who will stand down in 2015. Colombia, an American ally, may end its 50-year war with the leftist FARC guerrillas if peace talks succeed. Dilma Rousseff could be a more pragmatic president in her second term.

The scene is set for a new realism in Latin America. As commodity prices tumble and economic growth stalls, the region needs open markets, trade and regional co-operation—including with the yanquis to the north. With his move on Cuba, Mr Obama has opened the way for the sort of diplomatic engagement that Latin America rarely enjoyed during his first six years in office. But Latin America needs to return the compliment. The time for sulking and striking poses is over—in Brasília and Caracas as well as Havana and Miami.

An historic thawing of ties between Cuba and the United States has raised the question of how far the Communist island state is prepared to go in opening up its economy to the forces of the market and integration with the international community.

If and when Cuba does embark on a path of economic – and perhaps also a degree of political transformation – it could well enjoy the advantages of the late-comer, drawing lessons both positive and negative from eastern Europe over the last quarter of a century.

It can assess what worked and what proved much more difficult, emulating the successes and avoiding the pitfalls. There is no doubt that the east European process was painful, especially at the very start when the existing production systems collapsed in the face of real competition, leading to precipitous declines in output and employment.There is equally no doubt that the unprecedented experiment that was launched after the fall of the Berlin Wall has been a success, however tortuous the route and however many times there have been setbacks on the way.

There were four key building blocks in the reform process that was launched after 1989. These began with the – often initially painful – measures to deregulate and liberalise economic structures, including trade, prices and markets. They also comprised measures to achieve macro-economic stability, the creation of new institutions, regulatory bodies and the dismantling of state-ownership of output via the privatisation process.

Of these four policies, privatisation proved to be the most socially controversial, leading not necessarily to calls for a return to the dominance of the state, but resulting in what was often perceived as a corrupt process that unfairly favoured a privileged set of elite insiders.

But none of the four can be viewed independently of the others; they are intimately intertwined. Without deregulation of product and labour markets, privatisation will not work. Without privatisation, macro stabilisation will not succeed. And without appropriate institutions, none of the reforms can be sustained.

The eastern Europe experience provides pointers on how to approach the reform roll-out and Cuba could benefit from reflecting on the outcome of what in the early years of transition was a furious debate about “big bang” reform or gradualism.

With the benefit of hindsight it is now clear that the advocates of pursuing all the four elements simultaneously were, in the main, right. Those include the believers in the “big bang” as well as the “opportunists”, i.e. those who claim that reforms should be implemented as soon as an opportunity arises.

Gradualism in the sense of postponing any of the key elements has proven not to be a workable option because it can create new vested interest in half-baked reforms, as Ukraine’s experience until recently has shown.

Lessons from eastern Europe’s mistakes
It is, therefore, vitally important to take full advantage of the window of opportunity that exists in the earliest days of transition. One lesson that the international community learnt late was the key role that is to be played by reformed public authorities and the state in helping to define and anchor the reforms that support the market reforms.

In the early post-communism euphoria the mantra of “State=Bad – Market=Good” dominated, leading to some of the worst examples of unfettered capitalism and wild-west economics that enriched the few and impoverished the many.

It was only much later that the reformed state was recognised as being a key element in the transition process, removing itself where markets can do the job more effectively but remaining or even being strengthened where it can support an environment within which the free market can flourish fairly.It is important to bear in mind that simply destroying the state instead of reforming and adapting it to support market development and perform the provision of public goods can lead to chaos and the state’s eventual resurrection with autocratic features.

At the same time, privatisation has to be addressed sensitively, preferably using a combination of methods that ensure fairness and also an acceptable balance between foreign and domestic private ownership.

For many European countries the prospect of EU membership has provided an anchor that has proven to be a major incentive in bedding down reforms and modernising economic structures. Similar options may not be out of reach for Cuba, given the vicinity of NAFTA (North American Free Trade Agreement), for example. And even without a powerful external anchor, like many other economies, Cuba can look to reap the benefits from other forms of external economic opening and integration and joining international organisations that can help to inculcate higher economic standards.

External support can work only if reforms start in earnest. Then foreign capital can be just as transformational as it has been in eastern Europe. Foreign direct investment can support know-how and good governance, in addition to providing much needed fresh capital. While developing external links are crucial, it is just as important for countries to nurture an independent civil society and a free media that holds up the evolving systems to scrutiny. They can both be a major support for developing democracies and fairer economies, acting as a deterrent to corruption and injustice.

However, local ownership of reforms will be, just as in eastern Europe, absolutely critical. The clear communication of new processes and policies is essential. The best policies in the world will not be effective if people do not understand them. Effective communication can help change value systems, explain policy choices and ensure their ultimate success.

What we are witnessing today may well be one of the last pieces of the iron curtain to start coming down. When it finally does, just as for eastern European countries 25 years ago, the Cuban people will deserve strong financial support and the best policy advice by the international community so that they can guide their reforms and re-integration into the world economy with as little volatility as possible.

HAVING got immigration reform off his chest, will Barack Obama unsheathe his executive-order pen again to tackle another intractable subject on which Congress has blocked change for decades? The United States imposed an economic embargo on Cuba back in 1960 as Fidel Castro was forcing communism on his people. The embargo was meant to topple Mr Castro. Today he enjoys a tranquil retirement in a Havana suburb while his slightly younger brother, Raúl, runs the country.

The embargo has not just failed; it has also given the Castros a potent propaganda weapon. It still has diehard defenders in Congress, which under a law from the 1990s is the only body that can repeal it. Even so, Mr Obama has some scope to change the policy. Indeed, in his first term he lifted restrictions on travel and remittances to the island by Cuban-Americans. There are several reasons why he might now want to do more.

First, support for the embargo across America is crumbling. A nationwide poll taken earlier this year for the Atlantic Council, a think-tank, found that 56% of respondents favoured improving relations, while more than 60% of Latinos and residents of Florida did. Second, Cuba is itself starting to change. Under reforms launched by Raúl Castro, 1.1m Cubans, more than a fifth of the labour force, work in a budding private sector of farms, co-operatives and small businesses. Access to mobile phones and the internet has grown. Opposition bloggers such as Yoani Sánchez, though often harassed, have not been silenced.

The third reason for action is that Cuba is one of the few issues that unites Latin America. The region is unanimous in believing that, notwithstanding its Communist regime, the island should be accorded a normal place in relations in the Americas. That consensus lies behind the decision of Panama to invite Raúl Castro to the Summit of the Americas, a gathering that it is due to host in April. The previous six summits have been restricted to the hemisphere’s democracies.

This leaves Mr Obama with a dilemma. This is not so much over whether or not to attend. He probably will. Rather, it is whether to act between now and then to stop the embargo becoming an issue that dominates the summit. Mr Obama could, for example, issue a general licence for all Americans to travel to Cuba. He could also remove Cuba from the State Department’s list of “state sponsors of terrorism”, on which it sits alongside only Iran, Sudan and Syria. There are no grounds for Cuba still to be there. In October the Financial Action Task Force, an inter-governmental body, removed Cuba from its watch list of countries doing too little to prevent money laundering and terrorist financing.

But the administration has not yet asked the State Department to remove Cuba from its terrorism list. Although Mr Obama has little to lose from loosening the embargo, he also has little to gain. Raúl Castro’s economic reforms have stalled recently; he never intended them to lead to political change. The Cubans show no sign of being prepared to release Alan Gross, an elderly American aid worker jailed for illegally handing out telecoms equipment. They want to swap him for three Cuban spies serving life terms for snooping on hardline exiles in Miami.

Even so, it would be surprising if Mr Obama did not take some action on Cuba before the summit. Oddly, pushback from the defenders of the embargo in Congress may take the form of sanctions on Venezuela, which provides the island with a subsidy (in the form of cheap oil) equal to perhaps 15% of its GDP. A bill to deny visas and freeze bank accounts of Venezuelan officials implicated in the repression of protests earlier this year is stalled in the Senate. Once the new Republican majority takes control in January, it is likely to move forward. Anthony Blinken, Mr Obama’s nominee for deputy secretary of state, told a Senate committee on November 19th that the administration “would not oppose” this—a reversal of its previous stance.

For anyone who wants to see change in Venezuela, this is depressing. The plunging oil price and economic mismanagement are weakening President NicolásMaduro’s elected authoritarian regime. The crucial issue is ensuring that a legislative election next year is free and fair. Sanctions, however limited, will boost MrMaduro’s declining popularity and give him an excuse to crack down, as some opposition leaders recognise. The lesson of Cuba is that pressure from Washington does not lead to democratisation. It would be a sad irony if the beginning of the end of one futile embargo coincided with the birth of another.
